I used to have this plant - it did that as well, and I cut out the dead stems in the spring.

As Bamboo says, they do prefer a sunny position, or only a little shade - but do need shelter from wind as well.

 

Pinch out the growing points when there are 4 pairs of leaves, as well.

Could it be an Eryngium planum?

 

My RHS book says to take semi-ripe cuttings in the summer. So it's a bit late for this year.

Probably take them in, if you can - I haven't tried, obviously. Maybe someone else in the North could tell you what they do?
