i have grown soon early potatos in a bag on my patio,they are just begining to flower is this the right time to empty the bags and enjoy the produce or do i have to wait until the flowers die

By the time the flowers die the baby potatoes will have reached a sensible size for harvesting.

Try removing some compost and see if they are ready. If so, then you can empty the bag - or if they are still tiny, cover them and leave it for a bit longer!
