Mike - I discovered this plant on GOY on someone's photo. I just love it too! Its full name is Persicaria microcephala 'Red Dragon'. (that's just in case you could get it somewhere!)

I bought a Persicaria a few weeks ago and its Lovely, Grew twice the size since then, I wonder if it flowers? Doesen't matter tho as i bought it for its Leave's..

I think the flowers are tiny and hard to see, and as you say, it's the leaves we want it for. :-)
