on the old stalks there is new leaves growing but in their early stage of growth they are turning brown and wilting on the end of the tiny new leave.
The older leaves are nice large and green without any turning need help with what is the problem with the new growth where the blooms will be.

This sounds like a common problem wtih hydrangeas - that is frost damage to the new leaves. Don't worry, it will sort itself out.
