Bay trees

I have two bay trees about six years old and every year they are covered in a swarm of black flies.how do i stop this.

Hi the two trees are in pots and the flys are on the stems and leaves. I soak the trees with soapy water, but 15 mins later the flys return.

Are they in pots or the ground? Do the black flies fly around or are they actually on the stems/leaves?
