I would do it now,as the new shoots should be showing at the base.I cut mine hard back near the base every year,or just above any new growth that has appeared,and it always grows well again.

You'll have to be careful now, as Bloomer said - the new shoots will be coming up. It's better to cut Miscanthus back earlier in the year. Use scissors now - or you'll cut off the shoots.
