Well, you can't stop Nature, can you? Just use what you can and grow some more. Rosemary has lovely flowers, but usually you can find some flower-less shoots to use. Chives do have pretty mauve flowers, but there are often leaves you can pick too. Can you pick the leaves from your Rocket?
