How do I get rid of Creeping Ivy?

This Ivy is coming under the fence from the empty house next door. I am told that I shouldn't cut it back or it will grow even faster. Please help I am desperate.

If there is nothing else that is going to be affect spray it with something like Roundup. Otherwise cut it back to the fence - in fact why not go round to the garden of the other house and cut it right back?
