Distorted leaf growth on my rudbekias not caused by aphids?

My newly planted rudbekia 'goldsturm' are suffering from some distorted leaf growth, similar to that resulting from aphid infestation...only there are no aphids. I dread to think I have some horrible soil born pest, or perhaps it could be the result of recent windy weather- any ideas???

Could be a virus from aphid attack previously - but they don't like inclement weather - so it is worth giving them a bit of shelter - maybe cover with fleece till the weather bucks up - see of they improve!
