I have 2 cordylines in my garden, both 6ft, they were severley damaged by the winter we had this year. In Dec they lost all there leaves, by January I was left with 2 four ft sticks! By February/March they were rotting and stinking so I had no option but to cut them down to 2ft just below the rotting trunk. Its now 2 months later and there is no growth, do you think they are just dead?

Not necessarily, you may have to wait till end of June before any signs of regrowth occur.

Mine have new growth at the base, this warm weather recently seems to have kicked them into life - but I would wait a bit longer. Mind you mine never rotted.
