I am after a hebe that is quite low growing (to be planted beneath a tree) but it hasti be hardy enough to survive our recent winters, any ideas?

hebe rakaiensis, Hebe topairia, H. ochracea are all very hardy, but if the area is shady because its beneath a tree, Hebe is probably not a good choice - they all prefer as much as sun as its possible to get.
