What do we do with stems and foliage remaining at the end of growing season. Cut to ground level or leave to rot ?

In the UK it will go black with first frost. Hack to the ground just before or soon afterwards then clear away. It's generally bad practise to leave any rotten tissue around the garden - save the compost bin, as it will harbour disease and aid the 'bad guys' to survive the winter under cover.
