As has been said to all the folk who have asked the question it is a 'wait and see' depends how badly damaged they are really.

Moongrower's right - if nothing by early to mid April (depending how cold it is) cut the stem back by half to see if that forces growth either from the base or up the stem. If you cut it and its all soggy and spongy, it's a goner.
