in the season bougainvillas should be full of bloom and no leaves should be there what should we do for that?

Not true - bougainvillea has leaves present at the same time as the flowering bracts, though depending on variety, there will be more, or less, leaves.
That said, are you saying you have no "blooms" on your plant?

What is the position of your Bougainvilla Raj?....They do need an awful amount of light early in the year to produce the flowering bracts. I have grown quite a few in Spain and found the south facing ones always did much better....also if it is a young plant it will take a couple of years of growth before the flower bracts appear.
