why has my iris sibirica not flowered this year?

planted in damp, well drained area, probably 5 years ago, in S.W. Scotland. When it has flowered, took off flowered stems every year.

We had a lovely stand of Iris sibirica which, after many years, started producing less and less flowers. I lifted and divided it but found the divisions difficult to 'take' and these are only producing a few flowers.
I am currently forbidden to lift and divide anything without consulting Mg.
However, regardless of the above, Galloway, it does sound as if your iris does need splitting.

My guess would be that it needs dividing, with outside pieces replanted in improved soil.
