This is Mandevilla sanderi which is commonly sold as Mandevilla sanderi 'Red Ridding Hood' (which has darker red flowers), even for the ones that have pink flowers.

This plant is widely used a viny-shrub here. I have several pics posted of this plant used in the landscape here. It's so popular because it's in constant bloom.
