I planted a paeoni at least 4 years ago but it has never flowered,looks a healthy plant and theirs plenty of leaf growth any ideas ?

The plant is nice and healthy looking.

You may have planted it too deep
this can cause non flowering. I would lift when dormant and re plant with crown just covered.
