Plumbago - when should I see new growth?

Last year I planted plumbago and this spring it still hasn't shown any signs of coming back. When should I expect to see new growth?

Plumbago is not hardy. Unless you had it in a pot which you took into a frost free place chances are you've lost it. Your profile doesn't say where you are so I'm guessing somewhere the winters are on the chilly side. Do a scratch test on the base and see if there is any green under there

You are in Iowa - I haven't any idea of your winter temps, but maple is right - it's probably got too cold, I'm afraid.
