any soil devoid of water is dry soil, but it tends to mean a free draining soil that doesnt hold water well. eg a sandy soil.

I would say that dry soil is soil that when squeezed in the palm of the hand to make a ball, doesn't bind together and just falls apart.
However, this would probably depend on soil type.
