Living in North West-Inside or outside?

I bought this plant 13 yrs ago -I left it outdoors several years -it would grow to about 5ft quite bushy then die off at back end.Ihave tried it 2 yrs in a cold greenhouse-again it is a very healthy climber but showing no signs of buds-Where am I going wrong

hi doreen welcome to goy i too live in northwest and have lost a few plants this year.not sure what the problem is but someone on this site will they are very helpful.
