Powdery orange spots on the undersides of the leaf are probably rust disease. I would spray them in the evening with wettable sulfur, and try to avoid watering them from overhead--pretty difficult if they are outside in the rain! If that description doesn't fit, could you post a picture? It is hard to describe something in enough detail that diagnosis is sure.

yeah there outside the description fits will it affect the peppers growing its my first year growing things so i`m a novice
