I have a Torbay Palm it seems to have been damaged by the hard frost last winter, the top of the palm where it has divided is all dead but on the main trunk there lots of new side shutes what should I do?

Cut down the trunk to where the new growth is, preferably at an angle to allow rain to run off if possible.
