can roses be transplanted now in May

I wouldn't risk it unless you have no alternative. If you must, take as big a root ball as you can and prepare your planting hole before you start. Put the rose in the hole and fill it with water. Then backfill with good loam based compost. But don't hold your breath! It would be a good idea to cut them well back too so they don't lose a lot of moisture through the leaves.
