My 10 ft high 12 year old cordyline lost all its leaves this winter because of the frosts. Will it come back with new shoots (they sometimes do) or must I write it off and chop it down?

I'd wait til you see new shoots and then cut off everything above them.
It could sprout from near the top or the base, depending on how far it has died back.
