Can this plant be left out all winter and does it need protection from frost

You don't say where in the UK you are, Royston, but I have this plant (Francoa sonchifolia) and in the SW it is hardy and I leave it in the ground. My RHS book gives it 2 stars which means that it is reasonably hardy and can survive short 'snaps' of frost.

I think Francoa is generally hardy.

I've had one for three years in east Berkshire and it is definitely hardy here

I am going to look for a white version at the AG Show on Sunday! Wish me luck - I saw one there last year and deeply regret not buying it.
