My apple tree didn't fruit well this year, but on some public ground next to my work I've discovered loads of apple bushes. The apples look like those produced by my tree. Is it safe to make crumbles/chutneys with these public apples? (I've never heard of apples grown on bushes before)

I would have thought 'public apples' , if not too sour, are safe to use for the purposes you mention. There are a lot of books on 'food for free' that encourage us to gather food from public places and make use of it if we can. Blackberries,chestnuts and sloes are favourites and mushroom gathering. Though that has its drawbacks.
