Maybe magnesium deficiency? If so, probably caused by soil with too high a pH. Too much sodium--rare in the UK--can cause similar symptoms.

This looks like it has been nibbled by insects when the leaves were in tight bud. Is it just on the edges of the leaf or in other places with in the leaf.
