Can anyone tell me if the shrivelled leaves on my Bramley apple tree are caused by lack of water or bugs? The shrivelled leaves are only around the areas where the small apples are forming. The other leaves seem to be OK.

I would suggest that you look at those leaves for aphids. Their bites often cause leaves to curl like that. Sure sign would be ants running up and down the tree.
