I have a Clarance House rose bush (I know because there is a label on it) thats roughly 3ft high, Ive just counted 27 buds on it ready to bloom. is this normal it seems an awful lot for a relatively small bush.

Sounds reasonable to me, especially for a cluster bloomer. Just remember to deadhead religiously, so no energy goes into hips.
