Any chance of a photo? Do you mean shoots coming from the bottom of the tree below the graft? They need to be pulled off (not cut as I've read somewhere - can't remember where or why).

Cammomile if you pull the suckers off--easier when they are small--you will also pull off many of the small buds at the base of each sucker that would otherwise sprout again, if the sucker is cut.
