I'm sorry to say that they are absolutely not, they're extremely frost sensitive. If you want to over winter one, they must be prepared quite early, see link below if you're interested. I love this type of fuchsia myself... but have never had the capacity to keep them over winter, not enough room in the house, no greenhouse.
