i have a pot grown poinciana about 3' tall.
Any advice on feeding and whether it will be able to planted outside ?

Not suitable for planting outside as it is not hardy and considered a tropical tree being endemic to Madagascar although it is commonly grown in warmer parts of America too. Sorry I have no idea on feeding but most trees get by on little more than bonemeal once a year. The fact you have it in a pot might mean an allround fertiliser might be better.
