My neighbour has raised her garden by about a foot due to waterlogging in her garden. Since then our garden is even more waterlogged and the border between our gardens is under water nearly all year. Is this because of her raised garden?

Yes, it will be - they should have inserted drainage along the border so you don't get this problem. Have a word with your local Council, although to be fair, these days, I'm not sure they'll be at all interested, given the shortage of money and the reduction in services across the board. Try the environmental department or the planning people.

It very well could be. I'm from the USA but I will advise you to check your local ordinances to see if your neighbor is in a code violation since the action that they have taken by changing the grade of their property is having an adverse effect upon your property and or the structures upon it.
