just bought a 100ltr water butt,when filling up watering can the water smells rotten. is this ok to water my tomotoes and herbs with?

If you go to b+q they sell a water treatment solution which gets rid of the smell and makes it cleaner, all it is that the water is left to stand and has gone stale, mine is never full long enough for that to happen, try the solution it should solve the problem
