Looks like a dwarf Salix (willow) to me.

I would go further and suggest that it is Salix x boydii, a dwarf salix and very popular in gardens

But what are the yellow blobs on the end of the branches or is that my eyesight?

Catkins, Owdboggy. On this willow they form a large oval shape rather than 'lambs tails'.

Well in that case I would go for Salix helvetica rather than x boydii. Our x boydii is a lot smaller leafed and less silver than that one seems to be. Unless of course the scale is wrong.

I think the scale is wrong… Leaves don't look like S. helvetica to me
