Sounds like they should have been a little deeper, although they do fall over like this when they're coming to an end. If you don't want to leave the bulbs where they are, you'd be best off replanting them elsewhere and then feeding them while the leaves are still present. I always leave mine in the windowbox and just plant around and on top of the bulbs when I put the summer bedding in.

I would leave the bulbs in the window boxes until the leaves die down, if you can. Give them a good feed now. The bulbs can be planted directly into the garden, if you have one, or you could try to keep them for next season although I would buy fresh.
I have noticed that, after the very hard winter, the stems of our crocus are very soft and they are falling over quickly. The fallen flowers make much more mess than usual.

One thing that I have noticed is that tulips tend to break up into small, non-flowering bulblets when they are planted in a shallow pot. They'll still grow, but it may take 2-3 years for them to bloom again.
