Where can I buy plants or seeds of the green hellebore please?

If you are talking about Helleborus foetidus, then my RHS Plantfinder book says'widely available', meaning that most Nurseries have it. They would probably stock it in late winter /early spring. I don't know about seeds, I've never come across them in any catalogues. Possibly wild flower specialist firms might have it as it is a native plant?
