i have palm plants upto 3-4 years old and are growing at site reserved for erecting building. What is best method of shifting to desirted location

Depends how big the roots are - should be possible at that age to dig them out (lot of hard work) keeping the rootballs intact and breaking as few roots as possible, wrap the rootballs and transport to new spot - if they're very large rootballs, you'd need machinery and an experienced crew.
