Leaves are too big for C. horizontalis to my way of thinking. We need Worth1 on this one.

Depends how close to the shrub the photo was taken. I'd say C. horizontals

I don't think it's c horizontalis, though it does look like a variety of cotoneaster. There are a lot of cultivars available, and a photo taken showing the whole plant might be definitive, because that will show its growth habit. the berries appear to be egg shaped rather than round, which points to, maybe, cotoneaster franchettii.
