My Japanese honeysuckle has never flowered and every year the leaves yellow then drop although the next year they will bud and regrow before the same thing repeats itself

I bet it gets dry at the roots. Normally it's tough as old boots (evidenced by the fact that despite losing its leaves, yours grows back the following year. A lot of plants would just die). Try more water? Just checking - is it in a pot? If so, not the best place. Climbers like a cool root run.
