Type of water lily? Guess it must be early summer in Victoria. So presumably the water lilies have been dormant over winter. Is the new growth rotting? Has a warm spell been followed by a cold snap? Are they new or established water lilies.
We had problems with ours due to water full of algae and possibly too full of nutrients or minerals.
Here (France) water lilies don't start into growth until well into summer (June).
