i live in the edge of a military airfield and my palm dosnt over winter well,.

This plant is frost tender, requires minimum temp of 10 degrees C in the winter, which to me means it needs to be brought inside to a greenhouse or conservatory until next year. Hopefully you have it in a pot, so that this will be possible?
