Can roots from tomatoes and bell pepper plants mingle and cause each other to taste funny? Tomatoes growing upside down with the roots sticking up and the peppers growing the regular way. Both in the same planter !!!

Ha ha ha - the mind boggles - no, they wont effect each others taste!! However, I'm intrigued to know what you are up to here?! Are you maybe growing them in a hanging basket? Only possible problem I can think of is that peppers light lots of nice hot sun, while tomatoes may scorch if they receive too much hot direct sun. Roots will go down and leaves will go up partially in search of water/sun respectively and partly because of gravity. Your tomatoes will bend round and will still grow upwards - not downwards.
