Just come back from holiday expecting to find runner beans, plants have not even reached quartr of way up sticks, any ideas?

Grown through landscape fabric to prevent weeds, prepared bed with horsemuck, didn't do anything differently from usual. Help please

My first thought because you have been away is lack of water. Have just been looking after my neighbour's garden for two weeks while they have been away and we watered the runner beans every day and I think that's what they need to be sure they do well.
