Can you please explain 'permanent planting in tiered baskets'?

We put a two-tier and and three-tier basket on the paved area leading to the lawn - you will see them in some of our photos. Every autumn I had planted them with pansies and in the spring I emptied them out and put in summer flowers. For the last two winters it has been really cold and wet and the pansies haven't been happy and got blackspot and looked really sad. I then had to top up the pansies in the spring with new pansies so that the displays looked presentable. Then when I needed to prepare the summer display the baskets were in full bloom (because of the extra, late pansies I'd planted) This was particularly frustrating and it seemed a shame to destroy the display but I had to to get the summer/autumn colour into them.

I then invested in a second set of planters for those two locations and rather than concentrating on pansies, I put in the hebes and other small leaved evergreens as well as the pansies. Despite a colder than average winter, these have been a spectacular combination that are looking stunningly colourful now. The plan is to leave these as a permanent planting and put them in a less dominant position in the summer, bringing them out again for the winter season. I may have to replace the pansies at that point.
