Looks like I.sodenii that are rampant growers in San Francisco. "The World's Crookedest Street" has hedges of it.
But,it could be something else.

I am not sure of what it is because almost 30 years ago, the DODDS school teacher (teacher for American high school on the Base here) who lived across the street got transfered to Italy and rented her house to a British couple who planted this. It made its way to my property and I haven't been able to eradicate it.

That's "Poor man's rhododendron" alright. I had it sprouting up all over my shady backyard. Until gophers ended its reign!

I remember seeing a photo of "The World's Crookedest Street" on Flickr, (but didn't know its name), & liking it a couple of years ago! It stuck in my mind so when I did a search I recognised the street immediately!

Does it still exist with all the curves & the flowerbeds?

It's there. Some new laws or rules about driving down it these days and homes are selling for two fortunes on it. Still makes the local news.
