I sowed the seeds last year and potted them up, they have now gone in the garden but do not seem to be growing that well, I know they are biennial if they do not flower this year will they come back next if they have not flowered.

they were sown around July last year and were foxglove Alba, the white variety, they are growing but do not seem to have any flowers on them yet and are not very tall.

They should stay as a large rosette until next year, then they will send up a tall flower stem. Collect seed from them to resow for 2 years later. If you want some every year you have to sow every year to get the succession going. If you don't have any ordinary pink ones nearby they will seed themselves as white ones, but they do cross back over with the pinks.

if they dont flower this year they shoul flower next year. were they the normal D purpurea, usually purple that grows as a british native?
when last year did you sow the seed? if it was late in the year they will 'think' they are one yr old anyway.
