my wisteria has no green on it yet - apart from a small spur near the ground - is it dead?

It is a white flower and took about 8 yrs to flower - always lots of green tho'.I was told not to feed it as that encouraged greenery not flowers. This year there is nothing.It is white underneath when I scratch the bark.It is about 12feet or more tall.

the top growth is dead i am afraid. Did you have a bad winter? it sounds as if heavy froats have done for it. the spur will continue to grow but it will be like having a young plant again.
