if i spray weed killer on ground elder will it efect dorment bulbs under ground

They wont be affected at all by the weed killer.

Not if you use glyphosate, which is only absorbed through the leaves. But if you spray it make sure you so it on a still day as the smallest amount of spray drift can damage other plants. I usually use a watering can to be n the safe side after being caught out once.
