Rose Worms??

I found some tiny little worms(?) curled up in some of my new rose leaves. I have pulled them off, which of course, damaged the leaf. Will they cause harm or should I just leave them?
I have a feeling they're eating the leaves though.

These sound like the leaf rolling sawfly,if there aren't too many you can just pick off and squash the leaves with the caterpillar inside.They will be eating or gaining sap from the leaves.If a large amount you would be better applying a systemic insecticide. If left till later in summer they will overwinter in the soil so strike now !!
